It would be great to get an updated list, maybe for 2012. Whilst many of these tools are still excellent, eg Firebug there are a few that are probably not used so much anymore…

I would add a tool to simulate real-word connections even if you are developing on your local server: http://slowyapp.com/
Used in conjunction with PageSpeed or YSlow can help you improve your website behavior on crappy connections.

I’d add browserlab https://browserlab.adobe.com/en-us/index.html# as a great tool to test how the site will render on the different browsers. Can’t check functionality though..
And IE tester http://www.my-debugbar.com/wiki/IETester/HomePage (rendering and javascript, for windows only)
